South Ayrshire (Modified) Proposed Local Development Plan 2
Following the close of consultation on the Proposed Replacement South Ayrshire Local Development Plan (PLDP2), on 15 November 2019, the Planning Service analysed and categorised all representations received, with a view to preparing a report to South Ayrshire Council, recommending whether or not to modify the Proposed Plan in light of those representations, before submitting it to the Scottish Ministers for Examination.
A report on representations received in response to the consultation on PLDP2, together with officers’ recommendations for action in response to them, was presented to the Council at its meeting on 24 March 2020. Having considered the Report, here, the Council decided, amongst other things, to modify PLDP2 and, in accordance with statutory requirements, publish the modified Proposed Plan (MPLDP2) and associated Addendum to the Environmental Report (ER Addendum) for public consultation. In particular, the Council decided (see minute), to “withdraw the proposed affordable housing site at Darley Golf Course [Troon, ref. TRO AH3] from the Proposed Plan due to matters related to site effectiveness and the volume of public concern.”
Accordingly, consultation on MPLDP2 will open on Wednesday 1 July, 2020 and close at 16:00 on Friday, 14 August, 2020. MPLDP2 may be viewed on the Council’s web site https://www.south-ayrshire.gov.uk/planning/local-development-plans/second-local-development-plan.aspx, together with associated documents, including the ER Addendum. Representations on MPLDP2 should be submitted via the on-line representation form, before the consultation closes. If members of the public are unable to make an on-line submission, they may submit representations in writing to:
Lead Development Planner, South Ayrshire Council, Planning and Building Standards Service, County Buildings, Wellington Square, Ayr, KA7 1DR.
-specifying clearly to which modification of MPLDP2 their representation relates.
Companies, organisations, development industry professionals and all others will be expected to submit any representations on-line.
As the consultation is focussed on the notifiable modifications made by the Council to PLDP2, it is requested that any representations submitted should be confined to those notifiable modifications only here. Previous representations on PLDP2 need not be re-submitted, as they will be carried forward automatically and submitted, with MPLDP2, to the Directorate of Planning and Environmental Appeals of the Scottish Government, for Examination.
Expressions of opinion on the ER Addendum may be submitted by e-mail to:
localdevelopmentplans@south-ayrshire.gov.uk or, in writing, to the above address, by 16:00 on 14 August 2020, stating clearly that they relate to the Environmental Report only.
To help minimise the possibility of spread of Covid-19, MPLDP2 will not be the subject of public exhibitions or deposited in public libraries or council offices, as permitted by Schedule 6, paragraph 9, of the Coronavirus (Scotland) Act 2020.

The process for preparation and adoption of LDP2 is detailed in the Development Plan Scheme, which will be amended, in due course, to reflect recent changes in anticipated timescales.
